The chairman of the Federal Communications Commission has recommended approval of the proposed merger between XM and Sirius, bringing the deal one step closer to reality.

The Associated Press reported that FCC Chairman Kevin Martin made his recommendation on Sunday, June 15, but not without a few concessions. Those concessions include turning 24 channels over to noncommercial and minority programming, and a three-year price freeze for existing customers.

The announcement from Martin sets the stage for the commission’s final vote on the merger, which could happen at any time. Antitrust officials in the Justice Department have already approved the deal.
