Some animal rights groups are calling for new regulations following a livestock truck wreck in Illinois that killed 15 Belgian draft horses.
The Associated Press reports the double-decker trailer overturned on Route 41 north of Chicago after the driver allegedly ignored a traffic signal.
The driver said the horses were bound for an auction house in Minnesota.
Forty-four horses survived the wreck.
Critics say horses should never be hauled in double-decker trailers that were intended for cattle or hogs if owners want them to arrive in good condition.
