A top official with British Petroleum outraged some members of Congress Thursday when he refused to testify under oath.

The Associated Press reported that Richard Woollam was the former head of a team that monitored pipeline corrosion for BP at its Prudhoe Bay oil field in Alaska.

Members of a Congressional committee are trying to find out why there was a massive oil spill at the field in March and why pipes were allowed to corrode to the extent that caused half the field to be shut down.

Rep. Joe Barton, R-TX, said if BP can’t properly maintain the Prudhoe Bay operation, “maybe it shouldn’t be operating the pipeline.”
