The nation's ports could see a scarcity of container haulers when the new TWIC cards are finally issued, according to The Wall Street Journal.

WSJ points out that many of the 110,000 drivers who haul containers out of ports like Los Angeles and Long Beach are Hispanic. While many are working legally, an undetermined number are not.

To get a Transportation Worker Identification Credential, or TWIC, which will be required for access to the ports, a trucker must prove legal residency.

The Journal quotes a Port of Long Beach terminal manager as saying, "We need TWIC for security. But it will cause a big dislocation."
