No, the south hasn't risen again, but a number of road signs near Easthampton, MA, might've given that impression to highway drivers recently.

A manufacturing mistake has caused a number of road signs in the area to be misprinted. Instead of black numbers on a white background – the standard route marker design in Massachusetts – the outline of the state of Alabama is shown in the background.

State officials believe the manufacturer was following the federal highway manual a little too closely, according to the Gadsdent Times. A template in the manual for how the signs should be designed shows the Alabama outline in the background as an example.
