The Florida Legislature failed to enact a proposal before the close of the session April 30 that would get bad drivers to help fund the state’s trauma centers.
S2842, sponsored by Sen. Jeff Atwater, R-North Palm Beach, would have made drivers shoulder more of the burden for the $44 million Florida pays each year for the emergency care, the Tallahassee Democrat reported.
The measure sought to increase fines and fees as much as $1,000 for drivers who run red lights, cause crashes, drive a vehicle or boat under the influence of alcohol or otherwise rack up points on their licenses.
Atwater’s proposal would have raised an estimated $60 million a year to be split among the state’s 20 trauma centers.
Other lawmakers, however, said they did not think the fines were a reliable enough source to fund the centers, because so many fines are never paid.
“We were not sure the fines provided the money,” Senate President Jim King, R-Jacksonville, told The News-Press.
Instead, lawmakers opted to give each trauma center a one-time shot of $1 million with promises to find a recurring revenue source next year.
“Next year, we’ll look at fines and fees again,” King said. “We need a dedicated funding stream.”
