An attempt to use toll revenue to balance Illinois' books has been blocked by the state's attorney general, The Chicago Tribune reported recently.
The state's governor, Rod Blagojevich, wanted to move $19 million paid by toll road users to the general fund. The newspaper reported that Lisa Madigan, the state's attorney general, contended the transfer might not be legal, prompting a delay.
State Treasurer Judy Baar Topinka contended the transfer might prompt suits against the state by holders of tollway bonds.
