Port chassis bill may be dead in Florida

A bill in Florida that would shift the responsibility for container chassis from truckdrivers to the ports that supply the chassis may be dead for this year. However, the governor could revive the bill if he calls for a special session.

HB1371, which was unanimously approved by the Subcommittee on Transportation Systems April 9, would have required regular inspections of the chassis and prohibited marine terminal operators from providing a motor carrier with a chassis that failed to pass inspection.

The subcommittee added six amendments, including one that calls for drivers who are dissatisfied with the chassis provided to them to contact Florida Department of Transportation officers.

A hearing was scheduled before the full Transportation Committee for May 1, but that hearing was delayed, and the regular session ended May 2.

A spokeswoman for the Senate said the Legislature expected the governor to call for a special session to reconsider some bills. However, lawmakers could not consider HB1371 unless it is listed in the governor’s proclamation.
