Maryland Delegate John S. Arnick, D-Baltimore, and Delegate Adrienne A. Mandel, D-Montgomery, have introduced a bill into the state’s Legislature that would ban the use of cell phones in a moving vehicle unless the driver is reporting an emergency, the Capital News Service reported Jan. 24.

Four previous attempts to ban the use of hand-held cell phones have failed in the body, the last time in the House Commerce and Government Matters Committee, which was chaired by Delegate John F. Wood, D-St. Mary's.

The bill was assigned to the Environmental Matters Committee.
