Legislation tabled after being loaded with amendments

The Missouri Senate Transportation Committee combined SB381, 384, 432 and 9 into a Senate Committee Substitute bill March 12.

The substitute bill would have required the use of headlights when conditions required the use of windshield wipers; restricted trucks from driving in the left lane; and changed several other safety requirements for child restraints, boating and bicycles.

Approved by the committee and passed to the Senate floor, the substitute bill was amended at least 13 times with seven additional proposed amendments. One proposal from Sen. Ken Jacob, D-Columbia, would have raised truck registration, permit and CDL fees.

As a result of the bill being loaded with amendments, sponsor Sen. Jon Dolan, R-Lake St. Louis, tabled the bill April 16.
