Louisiana seeks cell phone restriction

A Louisiana lawmaker has introduced legislation that would require drivers to keep their hands off their cell phones. The bill would exempt emergency calls.

HB1431, sponsored by Rep. Arthur Morrell, D-New Orleans, would permit drivers to use only “hands-free” devices in moving vehicles. Violators would be fined $15.
