It's official! New York begins its warm-up period for the first statewide ban on handheld cellular telephones while driving. The bill, which was signed by George Pataki on June 28, doesn't take effect until Dec. 1, but warnings will be issued beginning Nov. 1.

The new law requires the use of hands-free speakerphones or headsets instead of the handheld phones. Using a handheld cell phone while driving could cost drivers up to $100 in fines.
