Governments bracing for slick roads this winter are faced with a shortage of rock salt, caused by heavy demand lingering from last year's harsh winter. Road crews could be forced to use sand as an alternative, although it's not as effective as salt.

According to the Salt Institute, which represents the world's major salt producers, the frigid winter last year exhausted most salt reserves and led to unusually heavy demand this year. The salt industry is nearing full capacity for the upcoming winter season. Salt suppliers throughout the nation are operating at full capacity and still having difficulty meeting demand. Many suppliers are turning away business because of stressed supply.
