Federal Highway Administrator Mary E. Peters announced earlier this week the appointment of James A. Rowland as the agency's chief counsel. Rowland most recently served as minority chief counsel on the Senate Committee on the Judiciary Subcommittee on Immigration. Previously, he was legislative counsel to U.S. Sen. Sam Brownback, (R-KS) where he handled transportation issues for Brownback's assignment on the Commerce, Science and Transportation Committee. He was also staff assistant to former U.S. Sen. Robert Kasten (D-WI).
