OOIDA is recommending to its members that UCR filings not be submitted to their state or to the Indiana repository until the FMCSA approves the 2018 fees, or that payment will be wrong and you’ll likely overpay.
The Unified Carrier Registration program is an annual, federally mandated, state-administered registration program for motor carriers, brokers and freight forwarders.
Each year the UCR Board is required to recommend the fee to the Federal Motor Carrier Safety Administration. The FMCSA accepts the recommendation, publishes it in the “Federal Register,” accepts comments and then gives the green light to UCR to print the registration form using the approved fee.
On March 22 of this year, the UCR Board sent the agency its letter of recommended fees for 2018, incorporating a reduction of fees. That’s where the wheels stopped, says UCR Board Member Woody Chambers, Eddyville, Ky.
Registration normally opens Oct. 1, and must be paid by Dec. 31. At the Sept. 14 meeting of the UCR Board, it was reported that FMCSA has not yet decided on the fee structure or taken steps required to finalize the new fee chart. In view of this delay, the Board voted to extend the Oct. 1 opening date another 30 days. The date to begin filing 2018 registrations and the deadline for paying the 2018 fee has been extended until Nov. 1.
According to Chambers, no extensions have yet been recommended to delay the final filing date of Dec. 31 or enforcement date of Jan. 1, 2018.
