Lawmaker questions legality of Massachusetts Turnpike toll removal

A Massachusetts state lawmaker says that the plan to end tolls on much of the state's turnpike might be illegal.

State Rep. Joseph Wagner, D- Eighth District, who co-chairs the Joint Committee on Transportation, told The Boston Globe that non-toll revenue cannot be used to pay off borrowing called for under Gov. Mitt Romney's plan.

Romney has called for borrowing against the value of the road's service plazas to pay off part of the remaining turnpike bonds.
