DOT reduces hazmat registration fees

Effective March 3, hazardous materials registration fees for motor carriers will be reduced.

Large truck companies’ fees will be reduced from $2,000 a year to $300 a year, and small carriers' fees will be decreased from $250 to $150 a year.

In addition, any company that prepaid its fees for the next two years will receive a refund. The Department of Transportation's Research and Special Programs Administration (RSPA) published the final rule to lower the fees.

The existing fees added up to a surplus that couldn't legally be spent on the Hazardous Materials Emergency Preparedness Training Grant program; DOT had intended to use the money for that purpose. RSPA has collected more than $21 million in each registration year since 2000; the maximum amount allowed by Congress for the grant program annually is $14.3 million.

The new fee plan will be in place three years, the time calculated for the surplus to be depleted.
