More than a year after Rhode Island Gov. Gina Raimondo signed a bill into law allowing tolls exclusively on commercial vehicles, the Ocean State has determined the first locations of the truck toll that will be installed later this year, according to a Rhode Island Department of Transportation spokesperson.
Of the 14 tolling locations planned for the state, two near the Connecticut border will be opened sometime this year:
- One on Interstate 95 near Hopkinton and Richmond over Mechanic Street
- One on Interstate 95 in Exeter over Teft Hill Trail and Route 3
Tolling will occur near the bridges at those locations on both sides of the interstate.
Other tolling locations along I-95 planned for the future include one in Warwick, two in Providence and one in Pawtucket. More locations are planned for Interstate 295, Interstate 195, Route 146 and US Route 6. Those locations will be installed throughout 2018, according to RIDOT. Tolls are estimated to be around $3 at each location, with a maximum of $20 each day. Revenue will be used for bridge work and reconstruction. All tolling locations include at least one bridge.
In April, House Minority Leader Patricia Morgan, R-Coventry/Warwick/West Warwick introduced a bill to the House Finance Committee that would repeal the truck-only tolls. H6109 essentially amends the Rhode Works bill and strikes out all language pertaining to the truck-only toll.
In October 2016, approximately 100 people, including trucking stakeholders and lawmakers, gathered at the TravelCenters of America in Greenwich, R.I., to express their opposition toward the state’s truck-only tolls. Just a few weeks before the election, the rally called for ousting lawmakers who voted for the tolls.
The rally was hosted by the Rhode Island Trucking Association and Natso, the national association representing travel plazas and truck stops. Members of the General Assembly from both the Senate and House who voted against tolls were present, according to the Rhode Island Trucking Association President and CEO Chris Maxwell. Candidates, who are opposed to the tolls, also attended.
RIDOT said the exact locations of the tolling gantries will be determined by each contractor designing and building them.
