FMCSA names members of entry-level driver training committee

The journey toward mandated entry-level driver training standards will begin in late February with the first meeting of the Negotiated Rulemaking Entry-Level Driver Training Advisory Committee.

The Federal Motor Carrier Safety Administration launched a negotiated rulemaking – dubbed Reg Neg – to develop mandatory driver training for new drivers to the industry. The agency began accepting nominations in December 2014 and announced members of the committee on Feb. 10. Each member will serve up to one two-year term.

The committee is formed of representatives from driver training organizations, industry representatives, driver training schools, motor carriers, associations, state licensing agencies, law enforcement, labor unions, safety advocacy groups, insurance companies and others. The committee will seek to balance the interests of the diverse group “to the extent practicable.”

The committee will be tasked with developing minimum training standards for the first time and with upgrading CDLs. They will determine behind-the-wheel time, whether schools should be accredited or certified, what trainer qualifications must be, and the list goes on.

FMCSA intends to complete the reg neg process for the proposed rule within the first half of 2015 and to publish a notice of proposed rulemaking this year, followed by a final rule in 2016.

The committee’s first meeting is slated for Feb. 26-27. Members of the committee are:
