No more repowers: CARB TRU rule closes option after 2014

Produce haulers and other Transportation Refrigeration Unit owners will say goodbye this year to the option of repowering their reefers to meet California emission regulations.

On Monday, March 24, the California Air Resources Board announced 2014 would be the last year reefer owners could use the engine repower compliance option to meet CARB’s TRU Regulation.

“Repowering a TRU ceases to qualify as a compliance option when the replacement engine is no cleaner than the engine being replaced,” CARB said in an advisory.

CARB's TRU Rule requires reefer engines to be upgraded seven years after their model year. The rule will eventually cycle in-use reefers through first the Low-Emission TRU standard and eventually the more stringent Ultra Low-Emission TRU requirement.

Model year 2008 through 2012 Tier 4i in-use engines rated between 25 and 50 horsepower for trailer reefers or TRU gensets could be replaced only by other Tier 4i engines, CARB said. The same is true for Tier 4f replacement engines.

In the advisory, CARB said reefer owners would benefit less anyway when replacing model year 2007 TRU engines.

“It should also be noted that the repower compliance option is not very attractive for MY 2007 trailer TRU engines that must comply by the end of 2014 because this only results in about five years of compliance before the ULETRU in-use performance standard has to be met,” the advisory reads. “Retrofitting with a Level 3 Verified Diesel Emissions Control Strategy may be something to consider because Level 3 VDECS meet the TRU Regulation’s ULETRU in-use performance standard.”
