SPECIAL REPORT: No final word yet on Highway Bill

Truckers who are waiting to hear if a diesel fuel surcharge is still alive in the highway funding bill are going to have to wait a little longer.

The news out of Washington, DC, Wednesday, July 27, was that a House-Senate conference committee has agreed on the major provisions. But what those provisions are - and whether they include a surcharge - haven't been made public.

However, even with the agreement reached, it didn't look like there would be time enough to get both chambers to vote on the final version by the midnight deadline. So, an 11th extension of the funding levels from the expired 1998 Highway Bill is likely.

Without an extension, key government operations such as the Department of Transportation would have to furlough employees until a new funding measure is approved.
