hazmat requirements for loads related to recovery and relief efforts in
TSA
Hazmat Endorsements
TSA has waived certain hazmat regs for the
disaster states and have loosened up hazmat endorsement requirements. Here's
how OOIDA's Rick Craig explains that. This exemption
applies to drivers applying for a new hazmat endorsement. Not renewals or
transfers, but new "HMEs."
The drivers must go through the application and fingerprinting process. They must undergo a name-based check and get results before an HME gets issued. Drivers must demonstrate they are hauling hazmat into the affected area. The state can issue an HME prior to receiving a favorable result on the background check. In a nutshell, Craig says you've got to go through all the steps but the state CAN give it to you before getting the results. If the results are bad, they can revoke it.
